There is very few ways to replicate evolution-stone experiments due to the loss of the stone after use, making them nearly impossible to draw accurate conclusions from. Due to this, a grant is being set up to fund the acquiring of the rare evolution stones that can be used multiple times, specifically for the labs to have access to these stones. Not only will this be beneficial to understanding the mechanisms of stone-based evolution, but increased use of different training techniques. Submission By: Dr. Manta Continued Discussion: The use of Evolution stones in researching evolution as a whole is without question a necessity, however the financial strain of supporting such researching is draining on grants that are better used elsewhere. I am aware that at least three stones able to be used multiple times from Vermilion Harbor, however there is a disturbing lack of records pertaining to these three stones in storage, and on the updated database that Team Rocket is now using. With my own work on Water-type pokemon, a Water Stone that can be used multiple times would be invaluable and lessen the financial strain my lab has on the facility. If no other stones can again be traced within Team Rocket, I strongly request that the Water Stone be located and that my lab be given access to it, at least on a regular basis. This would likely further my research by years, strengthen the world's understanding of evolution, and strengthen Team Rocket's power in the realm of strong Water-Type pokemon.   Manta stopped, he was laying it on too thick.
